InJune 2006, the Ministry of Commerce and Industry issued a Notice advising ofthe implementation of Ministerial decision regarding the evolution of theCertificate Programme (ICCP).

Underthe new scheme, all consignments are subject to verification of conformity toSaudi standards(SASO). Pre-shipment Conformity certificates maybe issued byapproved inspection bodies holding the appropriate authority in the country ofcertificate issuance.

From2009,Customs Authorities play a new role and monitor certificates of conformity onarrival.

Allshipments are subject to mandatory verification prior import clearance intoSaudi Arabia and related certificate is required for clearance. Exceptions arelimited to specific products such as the ones dedicated to military use,medical products, products subject to the sanitary and phytosanitaryregulations (animals, seeds, vegetables, fruits, food…) Products for whichconformity to SASO standards is mandatory shall have been subject tosatisfactory laboratory testing. Conformity to international and equivalentstandards is recognized. Products shall also comply with national deviationssuch as:

-Language(Instructions in Arabic), local climate, electric supply (domestic 220V,60Hz),electric plug, religious requirements…

-Markingof the country of origin

PROCEDURE

1.InspectionOrder

AnInspection Order (IO) containing details of the intended importation can belodged by the exporter or the importer with the appropriate Bureau Veritasoffice.

2.Contactwith the Exporter

TheRegional Centre in the country of supply sends a notice to the sellerrequesting when and where the goods will be ready for inspection and to providethe following information:

1-Technicaldetails,

2-Anyavailable conformity documentary evidence, such as:

-Compliancewith Saudi Arabia Standards(SASO)

-Thirdparty Certificate of conformity to an internationally recognised standard

-Testreports to an internationally recognised standard

3.DocumentaryCheck

TheRegional Centre evaluates all the information provided by the exporter toverify whether the product complies with the required SASO standard. Where insufficient information is available, the seller may be requested to submit asample for testing by an accepted Laboratory.

4.PhysicalVerification

Theobjective of the physical verification is to ensure that:

Thegoods being shipped are identical to those identified in the documentarychecks, or, identical to the tested sample.

Thegoods are in compliance with the relevant SASO standards. When Inspectors haveany doubts, they have the option of taking a sample for testing in an acceptedLaboratory. In case of discrepancies, the seller is requested to correct thembefore a certificate can be issued.

5.ComplianceCertification

Upon receiptof a satisfactory inspection report, the documentary check and /or laboratory tests,the Regional Centre evaluates whether the shipped products comply with the SASOStandard. A copy of the final Invoice is required for the data to be included onthe certificate. If full compliancy is established; the Regional Centre issues theCertificate of Conformity.

6.CertificateDelivery

The RegionalCentre delivers the Certificate of Conformity to the exporter. The Certificateidentifies the goods and confirms compliance with the required Standard. Thecertificate is required for customs clearance.
